The Strategic Plan is divided into four parts. The first part gives a brief historical background to the Zambian Parliamentary system. It discusses the vision of the National Assembly of Zambia, analyses the context in which the plan is implemented. The second part highlights the core values, goals and strategic objectives for the National Assembly. The third part unveils the core values, goals and strategic objectives for the Administration of Parliament while the last part present the strategic plan’s implementation framework. THE National Assembly of Zambia has launched the 2015 to 2019 Strategic Plan aimed at improving institutional capacity of parliament in order to enable it effectively perform its functions.
Speaker of the National Assembly Patrick Matibini officiated the launch which was held at Parliament building in Lusaka yesterday.
Speaking at the event, Dr. Matibini said the Strategic Plan would greatly help the Legislature in its reforms and in the practice of its functions.
“We are very confident that we will achieve what we have set out to do, of course with the support of our co-operating partners and other stakeholders … especially the Members of Parliament and staff of the National Assembly,” he said.
The Speaker also revealed that the strategic plan was divided into four parts.

And Committees of the Whole House deputy chairperson, Chifumu Banda said the success of the strategic plan will largely depend on the support and collaboration of all stakeholders including members of parliament, other arms of government, cooperating partners and Zambians represented by parliamentarians.
Hon. Banda lamented that the strategic plan would assist the National Assembly to identify key priority areas of focus for the next five years, ultimately contribute to improved and effective utilisation and management of resources.
“The other potential benefit of this strategic plan will assist the National Assembly to effectively contribute towards the implementation of the National Development Plans.
“The development of the 2015-2019 National assembly strategic plan is also aimed at enhancing the institution’s core functions of Legislation, Oversight, representation and approval of the National budget,” he said.
