Gvt condemns outgoing US Ambassador’s remarks 

The Government of Zambia has condemned the statements made by the outgoing U.S. Ambassador, H.E. Michael Gonzales, describing them as a breach of diplomatic protocol and a misrepresentation of Zambia’s position.

Speaking during a press briefing, Minister of Foreign Affairs and International Cooperation Hon. Mulambo Haimbe said the comments made by the outgoing U.S. Ambassador breach the 1961 Vienna Convention on Diplomatic Relations, which obliges diplomats to respect host country laws and avoid interfering in domestic matters.

“The remarks, which were delivered at a social event, have not been communicated to the Ministry of Foreign Affairs and International Cooperation,” Hon. Haimbe said. 

“The Government of Zambia therefore takes the greatest exception to the conduct of the outgoing U.S. Ambassador.”

He clarified that the relationship between Zambia and the United States is not, nor has it ever been, centered on aid.

Hon. Haimbe said Zambia’s relationship with the U.S. is centered on shared values and mutual respect.

“The United States and Zambia continue to share a strong and growing partnership rooted in strategic cooperation,” Hon. Haimbe said.

He added that negotiations on a proposed health agreement are delayed due to unacceptable clauses, especially those concerning data sharing and privacy.
